[fuchsia] Add an explicit deps to Chrome in //:gn_all Previously, the only targets dependent on //chrome/app:chrome_fuchsia were Chrome and Content tests, and there was no path from //:gn_all. Although there are cross-platform deps on //chrome/installer and //chrome/updater, these do not apply to Fuchsia. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
