cr_components/app_management: Fork UI elements between Ash and Browser Forking UI elements from cr_components/app_management that are used by Ash Settings to Ash settings. This is to unblock Ash settings from migrating to the Ash fork of cr_elements. Low-Coverage-Reason: LARGE_SCALE_REFACTOR All files are forked, along with corresponding tests. This CL doesn't change the test coverage. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
