[M123] Enable ServiceWorkerStaticRouter by default

This is a merge request of commit
92e920b6a9d173bf6839d3489e7e7161767479bd, but it also includes the test
expectation change which was landed in commit
5e11017e9bf2103beaee15db74316b082a1703db. Both previous commits were
approved to merge M123.

The latter commit included fieldtrial_testing_config update, but
unfortunately adding a new entry to the field trial config in M123
failed because the allocator is full.

We don't need to update the fieldtrial config on M123, so this CL
inherits changes in 5e11017e9bf2103beaee15db74316b082a1703db, except for
the field trial config update.


This CL enables ServiceWorkerStaticRouter feature by default.
We got 3 LGTMs in I2S [1], and passes required process to launch.

We also have the entry in VirtualTestSuites, that will be removed in a
follow-up.
