[M123][DSE] Fix an issue with enabling "EEA country only". When the parameter "Enable EEA country only" is enabled, it checks the shared preference whether "IS_EEA_CHOICE_COUNTRY" is set to be true. However, if it is false, the check #isNewTabSearchEngineUrlAndroidEnabled() returns false and DseNewTabUrlManager isn't created, and thus it won't set the "IS_EEA_CHOICE_COUNTRY" in the sharedPreference. In this CL, we will force to create the DseNewTabUrlManager as long as the feature flag "NewTabSearchEngineUrlAndroid" is enabled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
