Rename GattErrorCode enum values. - Change GattErrorCode enum values from FOO_BAR to modern kFooBar style. - Use the enum values consistently as though GattErrorCode is an enum class. This makes it easier to switch to an enum class in the future. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
