Add NoPrediction and ratio-based histograms to AverageLagTracker. We're adding the following histograms: 1. Event.Latency.ScrollUpdate.Touch.AverageLag.NoPrediction Logs the AverageLag if there was no prediction enabled. This is value is further used to calculate PredictionPositive/Negative and LagReduction. We'll use this histogram to understand the ground truth to our problem. 2. Event.Latency.ScrollUpdate.Touch.AverageLag.RemainingLagPercentage RemainingLagPercentage = 100 * AverageLag / AverageLag.NoPrediction This give us the proportion of AverageLag.NoPrediction the prediction algorithm wasn't able to compensate. It is optimal at 0. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
