[UIA] Make all links invocable, always In this CL, we fix a bug that caused some links to not be invocable from ATs when the links had an explicit aria-expanded="..." attribute set. Links should always be invocable, regardless of their attributes. AX-Relnotes: Fix a bug with UIA where some links could not be invoked. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
