(M123) Add an UMA counter to track reentrant calls to Layout() in views. This adds the Views.LayoutCallDepth counter to track how many times a view's Layout() routine is being re-entered during layout. We believe that this often happens once in some situations; we don't know yet whether it happens more than once at all. A counter value of 1 means there was no reentrancy. Ideally we want to get to the point where Layout() is never reentered. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
