Update expiration of Navigation.OnBeforeUnloadOverheadTime histogram. The work on skipping beforeunload handler roundtrip to the renderer process has been picked up by dlibby@microsoft.com. We should update the histogram that tracks the overhead of the roundtrip, so we can understand the performance impact of this optimization. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
