Suppress Pixel 6 Android U failure Marks conformance/extensions/oes-vertex-array-object.html for retry on Pixel 6 devices with Android U since it gets flaky GPU process crashes. Also adds Android U to the list of known GPU tags. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
