Fix TCPClientSocketBrokered::DidCompleteCreate This CL fixes how TCPClientSocketBrokered handles the return from TCPClientSocket::Connect. Previously it assumed all responses always returned ERR_IO_PENDING and were therefore always asynchronous. However this is not always the case, so now the method checks the return value properly to avoid callers potentially never receiving a connection result. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
