apple: Convert GN libs lists to frameworks in //third_party. GN recently added support for Apple frameworks to link, rather than overloading the libs lists. This pulls .frameworks out of the libs lists, so that GN can stop supporting .frameworks in libs in the future. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
