Support decoding multiple concatenated frames in ZstdSourceStream

A zstd-encoded stream is allowed to be composed of multiple concatenated
frames, unlike gzip and brotli content-encoding. The current
implementation will stop decoding after the first frame, since
ZSTD_decompressStream() returns after each frame. This CL fixes this
behavior to support decoding multiple concatenated frames using zstd.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
