Fix up permission API in not fully active documents Changes in this CL to be aligned with permission API specs: - Throw InvalidStateError DOMException for |query| in not fully active document. - Ignore dispatching change event if document is null or document is not fully active. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
