Post to the SB thread in FakeSafeBrowsingDatabaseManager https://crrev.com/c/5226140 changed this call to post to UI instead of IO. This is incorrect on platforms where SafeBrowsingOnUIThread is not currently enabled (e.g. iOS Blink). Instead, we should check which thread we're expected to post to. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
