pac: Skip parent code validation for re-auth if no valid config. Detect absence of parent access code config and do not perform code validation for re-auth in that case. This will allow Family Link users to do online sign-in and fetch the config as a part of that process. User can get into no config state if sign-in is interrupted for example by crash or reboot. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
