[ios] Create ShortcutsMediator This change move all of the logic for Shortcuts from ContentSuggestionsMediator to this class. There should be no functionality change, just deletion of code/properties that are not necessary anymore. Feature commands are moved from ContentSuggestionsCommands to a new ShortcutsCommands. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
