[GPU] Convert callers of SII:CreateSharedImage(pixel_data) to pass SIF This CL converts all callers of the SharedImageInterface::CreateSharedImage(ResourceFormat, pixel_data) to instead pass SharedImageFormat. A followup CL will eliminate the deprecated flavors of the methods that take in ResourceFormat. The conversions are straightforward, either transforming the constant passed in to the appropriate SIF constant or pushing out the conversion that is done within SII::CreateSharedImage(ResourceFormat, pixel_data) to the client. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
