Reland "Convert most of privacy math combinatorics to use 128 bit types" This is a reland of commit 590391ec00fe4785c7b220819ae0a2a459078896 now that the following optimizations have been made: http://crrev.com/c/5348383 http://crrev.com/c/5350001 http://crrev.com/c/5348387 http://crrev.com/c/5348920 However, it is still possible that the tests will timeout and a more comprehensive solution is needed. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
