[M123] Cherrypick: Add API for resetting the session. Create `SessionController` abstract class where the session management logic will be put in the future. Modify the Tracker creation API to allow dependency injection of the session controller object, currently using a default implementation for all platforms. Create public API `ResetSession` in condition validator and implement it in once_condition_validator. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
