IppUsb: Refactor AutomaticUsbPrinterConfigurer

Refactor the implementation of automatic setup of USB printers. The
logic responsible for USB printers autoconfiguration was moved from
CupsPrintersManager to AutomaticUsbPrinterConfigurer. The class
AutomaticUsbPrinterConfigurer was rewritten.

Now, CupsPrintersManager provides to AutomaticUsbPrinterConfigurer a
list of all currently connected USB printers by calling a method
UpdateListOfConnectedPrinters(). This method calculates the difference
between the given list of printers and the list passed in the previous
call. Printers that disappeared from the list are uninstalled. For
each new printer on the list, an installation procedure is started.
When the procedure for a given printer finishes, the printer is
assigned to the list of configured printers (when the setup succeeded)
or to the list of unconfigured printers (when the automatic setup
failed). CupsPrintersManager uses these two list to update the lists
of Automatic and Discovered printers.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
