[iOS] Merge multiple --enable-features flags in egtests Currently, if multiple --enable-features flags are passed as part of AppLaunchConfiguration, the last one overrides any others. This includes any features enabled as part of AppLaunchConfiguration.features_enabled. This CL instead tries to merge all occurrences of these flags in tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
