[base] Use the term "process handle" in PortProvider. base::PortProvider maps a base::ProcessHandle to a port. However, the terms "process" and "pid" are used to refer to the base::ProcessHandle in comments and variable names. With this CL, the term "process handle" is used consistently. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
