media/gpu: Confirm a video is YUV 4:2:0 in AcceleratedVideoDecoder Existing hardware decoders support only YUV 4:2:0 videos. We currently rely the underlying libraries and drivers to deny non YUV 4:2:0 videos. We would rater confirm it in AcceleratedVideoDecoder. From this CL, AcceleratedVideoDecoder::Decode() returns kDecodeError if a video is not YUV 4:2:0. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
