Refactor the FirstPartySets class to split up its responsibilities. Move parsing and merging FPS sources into FirstPartySetsLoader class, which returns the merged sets with a callback back to FirstPartySets only when all the required inputs are received. This makes the duty more organized and also minimizes the review complexity when moving parsing and merging into browser process in the upcoming CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
