Reland "[build] Explicitly use --build-id=fast" This is a reland of commit 574a9fd85d5be092936c16bb6c76d89ac25315eb which qualifies the flag with "use_lld" in order not to break the gcc build. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
