[base] Change #include for base::Contains [5/5] This is a mechanical change replacing #includes of base/stl_util.h with base/containers/contains.h for usages of base::Contains. Furthermore, this change modifies third_party/blink/renderer/DEPS to allow the inclusion of the new header. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
