vaapi: Add assertion for reference_frames_ in VEA unit tests This CL adds the assertion on the video encode accelerator unit tests for VA-API to check the reference_frames_ value after the encoder successfully prepares the encode job. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
