Create ChromeSecurityDelegate Move code in components/exo/security_delegate.cc to c/b/ash/exo where it can have dependencies on more code. Existing functions from ChromeDataExchangeDelegate will move into ChromeSecurityDelegate in order to support drag-drop of files with Bruschetta VM. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
