Rename GlobalFrameRoutingId to GlobalRenderFrameHostId. This id points to a RenderFrameHost, not frame so rename it to avoid confusion with frame tree node id. RenderFrameHost::GetGlobalFrameRoutingId is renamed to GetGlobalId as the "RenderFrameHost" is obvious from the class and the return type. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
