[DefaultBrowser] Add default browser promo generic vs tailored experiment. This CL: - Adds a feature flag for the default browser promo generic and tailored train experiment. - When the default browser promo generic and tailored train experiment is enabled, both generic and tailored promos will only be shown when the user is eligible for a tailored promo. - Allow default browser tailored and generic promo to be shown up to 2 times. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
