clang-tidy: disable reverse iterator suggestions At the moment, clang-tidy has a nonstandard suggestion for using a range-for loop over a reversed range (namely, base::Reversed). Since this suggestion isn't being surfaced at the moment, skip this comment entirely to avoid dev confusion. The old workaround has to be removed for this CL to work. If you specify `UseCxx20ReverseRanges=false` _and_ functions to use in place of the reverse ranges, `clang-tidy` effectively ignores the `UseCxx20ReverseRanges` setting. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
