[Skia][Graphite] Enable `skia_use_dawn` for Linux With Vulkan, Graphite-Dawn in Chrome on Linux now renders (at least with Lavapipe, which is all I have available to test with). This CL enables `skia_use_dawn` on Linux modulo CastOS, where there are currently build failures (sorting out the CastOS story will be its own task). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
