Use a window for ProcessProxy flow control Use a window for flow control to allow multiple outputs to be sent before pausing for acks. Testing has shown a window size of 30 works well. Larger windows get better performance, but the renderer starts to jank or totally freeze when it is flooded. Setting `kAckWindow` to 0 is equivalent to the previous code. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
