Updater: Uninstall young unused updaters if they've been used once. This allows an updater to --uninstall-if-unused even if it's launched less than 24 times, so long as some app was registered with it at some point. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
