Add a synthetic trial for limited entropy randomization.

The synthetic trial selects 50% of clients to be eligible for a limited entropy field trial. The trial will not be registered unless explicitly registered (thru `VariationsServiceClient::RegisterLimitedEntropySyntheticTrial`). This change only contains the synthetic trial setup, and does not contain the registration logic.

The trial is represented by `variations::LimitedEntropySyntheticTrial`. `variations::VariationsService` will own and construct this object. Follow-up CLs will add logic to determine when the trial will be registered.

Browser tests are not added as part of this CL since the trial is not registered. I will add browser tests once the registration logic is completed.

Low-Coverage-Reason: TESTS_IN_SEPARATE_CL. `VariationsServiceClient::RegisterLimitedEntropySyntheticTrial` is not used for now and tests will be added in follow-up CLs when it's being called.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
