[canvas] Remove the feature to lose context in background This was added in https://chromium-review.googlesource.com/c/chromium/src/+/3297289, but hasn't been an active experiment for years, and is likley not shippable as clients do not expect the context (and content) to be lost. Remove the feature to simplify the code. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
