carrier_lock: Fix updates of last configuration time and limit retries The time of last configuration was stored on every modem configuration which broke the ability to detect expiration of FCM message timeout. Also, DefaultNetworkChanged() should not be restarted if network is not connected. In such case manager should wait for new network. To limit number of retries, adjusted delay and backoff parameters. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
