[Merge M123][ReadAnything] Don't respond to image requests with flag off This CL will prevent images from being requested when the flag is off. This is in response to a bug that causes crashing when certain images are loaded, and will prevent selected images from being loaded. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
