Revert "media/chromeos: Add FrameResourceConverter base class" This reverts commit a7e873b1afcb1f07aad3c559f72f67242bc4d036. Reason for revert: It seems that this CL is related to https://logs.chromium.org/logs/chromium/buildbucket/cr-buildbucket/8744832897320319825/+/u/compile/raw_io.output_text_failure_summary_ causing tree closure. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
