This file was initially tagged by Jkudlick as Copyvio (Copyvio) and the most recent rationale was: This image is used by CONCACAF to advertise their section of the World Cup qualifiers and is copyrighted as such.|source=https://www.concacaf.com/en/world-cup-qualifying-men/. Perhaps, though this is an organization that is headquartered in Miami, Florida, so we have to consider the threshold of originality of the United States here. Is this above or below COM:TOO USA? — Red-tailed hawk (nest) 04:30, 2 July 2024 (UTC)[reply]

Comment - @Red-tailed hawk: CONCACAF's headquarters are indeed in Miami, but the organization is incorporated in the Bahamas. Previously, the headquarters were in Trinidad and Tobago during Jack Warner's tenure as president, then moved to the Cayman Islands when Jeffrey Webb was president. Do we consider where an organization is incorporated or where its headquarters is (which can be relocated at any time) for determining TOO? — Jkudlick ⚓ (talk) 20:25, 2 July 2024 (UTC)[reply]
We consider where the IP's country of origin is. If the IP was created in the Bahamas by a Bahamas company then this would be reviewed under COM:Bahamas, which implies that we would apply a U.K.-like threshold of originality. In that case, we would clearly delete. — Red-tailed hawk (nest) 22:04, 2 July 2024 (UTC)[reply]
