Serbian coat-of-arms identification

The shield in the middle of this Scout emblem Image:Savez Izviđača Republike Srpske.png is somehow related to Serbia, but this is not the national shield. Can anyone identify it? Thanks,

This gallery of Scout and Guide national emblems shows the National Scout emblem of each of the world's Scouting and Guiding organizations.

The fleur-de-lis is the main element in the emblem of most Scouting organizations, representing a major theme in Scouting: the outdoors and wilderness.[1] The symbol is also often used on a compass rose to mark the north direction. Robert Baden-Powell, the founder of the Scouting movement, explained that the Scouts adopted the fleur-de-lis symbol from its use in the compass rose because it "points in the right direction (and upwards) turning neither to the right nor left, since these lead backward again".

Likewise, the trefoil is the main element in the emblem of most Guiding organizations. The three leaves represent the three duties and the three parts of the promise, the two five point-stars stand for the promise and the law and the vein in the centre represents the compass needle showing the right way. The base of the trefoil stands for the flame of the love of humanity and the colours blue and gold represent the sun shining over all children in the world.[2]
