The 2010 Youth Olympic Games (officially known as Ist Youth Olympic Games) is a major international sports and cultural festival to be celebrated in the tradition of the Youth Olympic Games during the Summer of 2010.

There are now two cities left to compete to host the Games: Singapore and Moscow. The winning city will be announced by the end of February, after a vote by IOC members.[1]

Bid process

As on 21st January 2008, it has been confirmed by the IOC that only two cities remain as the candidates to host the inaugural Youth Olympics.

  • Russia Moscow --Host of the 1980 Summer Olympics and three IOC Sessions. Russia is campaigning for the games with its prior Olympic history and recent win with the Sochi 2014 Winter Olympics. President Vladimir Putin is again showing a high profile in support of the games. [2] Moscow is planning a "Web University" to enhance interaction and awareness of traditions from all cultures of the world.[3]

Moscow plans a budget of US$180 million including US$76 million for culture and education programs. Moscow also has solid government guarantees and contingency funds in place. Evaluators cited most venues are ready and the experience to deliver on time and on target as other strengths in Moscow's bid.[4]

There are still some concerns on Moscow having to coordinate with the IOC and the Sochi 2014 Winter Olympics to avoid conflicts with marketing programs and other elements.[4]

  • Singapore Singapore --Host of one IOC session. Singapore plans to use the National University of Singapore’s University Town for a high tech Youth Olympic Village. Jurong West Sports and Recreation Centre will also feature prominently in the games. Students are collecting 1,000,000 signatures in support of the games.[5]

Singapore's plan is not without risks: the plan contains two new venues - the Olympic Village and equestrian complex. With concerns over delivering in time for the games, an expert reported the $423 million Olympic Village plan at the University was feasible. (There is a backup plan as well.) The expert believed the equestrian venue could be delivered on time.[4]

The budget is $75.5 million and has strong government support. The plan is also attractive because of its compactness in the Singapore city-state.[4]

Cities interested in hosting the inaugural summer games in 2010 had to have their applications confirmed by their respective National Olympic Committees and submitted to the IOC by August 31 2007. On September 3, the following cities (including Singapore and Moscow) were confirmed as official applicants by the IOC:[6] They later were acknowledged as completing the questionnaire due October 26. A short list was announced on November 19.[7]

An evaluation committee viewed a video conference presentation from each city in December 2007. In January, the short list was reduced from five to two. The IOC may still visit the sites before the IOC elects the host in February 2008.[8]

Eliminated in the final round

  • Greece Athens --Host of the 1896 Summer Olympics the 2004 Summer Olympics and seven IOC Sessions. As stated on their website, Athens is eager to host the Games not only to utilize their state of the art venues, but to establish the Youth Olympics in the birthplace of the Modern and Ancient Games.[9]

Athens was eliminated for having a very high budget (US$273 million) and having events too far from the central sites.[4]

  • Thailand Bangkok --To be held at Thammasat University’s campus in Rangsit where the 1998 Asian Games and the 2007 Summer Universiade were held. Scheduled between August 8 and 20, 2010.[10]

Bangkok's budget was criticzed as being too low (US$34 million) and was also too spread out. Additional concerns were linked to upcoming political elections and questionable government guarantees.[4]

  • Italy Turin --Host of the 2006 Winter Olympics and one IOC Session. Turin's plan was somewhat impressive, but a proposed $304 million Olympic Village would not be constructed in time, effectively ending the bid. Backup plans were not feasible, either. A new aquatics venue also had concerns. The Turin budget was $130 million.[4]

Out of the running

  • Hungary Debrecen--Debrecen is boasting of its compact plan. 95% of venues are within walking distance. Over 3,000 free bikes will be available in the “Green bike” program.[11] Debrecen has hosted 12 major sporting events in the past seven years, and also has a high percentage of youth because of the university population.[12]
  • Guatemala Guatemala City --Host of one IOC Session. Guatemala City is the only candidate from the Americas.
  • Malaysia Kuala Lumpur
