He was imprisoned a couple of times for his articles against the king of Egypt. He was one of the main initiators and promoters of the Agricultural Reform Program for Egypt, implemented by the 1952 Revolution Authority, whereby land was confiscated from the rich and distributed to farmers.

Ibrahim Shoukry was born in 1916 in Cairo, Dakahlia, Egypt to a wealthy well-reputed Egyptian family, son of Mahmoud Pasha Shoukry.
