Carly Shay (Miranda Cosgrove) is the 13-year-old star (14-15 in season 2) of her own popular web show, iCarly. She has a quirky sense of humor which is most evident when she is filming the web show. She is also level-headed and can be quite motherly: she often acts as a mediator when her two closest friends, Sam and Freddie, get into arguments, and even keeps her eccentric older brother Spencer grounded at times.

Carly was born in Seattle, Washington. She lives with her 26-year-old (27 in Season 2) brother Spencer in the Bushwell Plaza (really the Eastern Columbia Building), an apartment complex in Seattle, Washington Freddie is a neighbor that lives in the apartment right across the hall. Carly and Spencer's father is stationed on a submarine, but it is unknown about her mother. She has a best friend, Samantha "Sam" Puckett. Carly is known as a local celebrity, which sometimes helps her get out of sticky situations, but remains an average teenage girl who never lets fame get to her head. Carly sticks up for Freddie when Sam teases him, and tries to encourage Sam to stay out of trouble, which never works because she is never tough enough on her. Carly is very aware of Freddie's crush on her, but just shrugs it off for the most part. She is usually a cool-headed person, but when annoyed she tends to act out in a loud voice. She will also tend to say her feelings rather than let her emotions tell the feeling.

Samantha "Sam" Puckett (Jennette McCurdy) is Carly's best friend and co-host of "iCarly". She frequently gets into trouble, bullies other kids at school, and shows blatant lack of regard for rules. Almost everyone in her family is either in prison or on parole. Sam says if she doesn't have money she goes to Carly's and eats her food. Sam often relies on Carly to get her out of trouble (as seen in episodes such as iPilot and iOwe You). Sam can be selfish, lazy, and somewhat indifferent to others' feelings. However, she is also lighthearted and funny, and capable of coming through for her friends when needed. In iTwins, it is revealed and shown that she has an identical twin sister named Melanie Puckett, who is Sam's polar opposite. In the episode "iKiss" Sam shared her first kiss with Fredward "Freddie" Benson but they swore they would never mention(and/or)do it again.

Fredward "Freddie" Benson (Nathan Kress) is the technical producer of iCarly. He has had a crush on Carly since before the pilot episode. Twice she has said yes to him when he is flirting with her. In iLike Jake, she kissed Freddie on the nose, because he made Jake's voice sound better. In iFence, she went to get a smoothie with him, to make up for a tick bath he was forced to take, which was arguably a date. Freddie is somewhat of a nerd: he takes his school work very seriously and is the technology "buff" of the show, plus he shows strong interests in works of fiction, and is also an athlete (he can fence and play tennis). Despite his characterization as a nerd, he has still earned heartthrob status, which means that many girls at school have a crush on him (and as a result are all insulted by Sam).

Spencer Shay (Jerry Trainor) is Carly's 26-year-old brother in season 1 and 27 in season 2 who is usually in some kind of a crisis. Spencer went to law school for three days, but left to become an artist because it was his real dream (although he still has some legal knowledge). He sometimes is strict to Carly as he wouldn't let her go to the MMA fight in iLook Alike, would not let her first time date a bad boy named Griffin in iDate a Bad Boy and becomes jealous when Carly began to take art lessons at an art school in iMust Have Locker 239. He is not fooled easily, and his intuition is surprisingly accurate. He works as a sculptor and artist, a common plot device on iCarly, and some of his work is seen in his apartment. Spencer occasionally stars on iCarly, and at one point took over as a cameraman when Freddie hosted the show. He attended Ridgeway Middle School from 1992-1995. A running joke in the series is that most things Spencer builds tend to spontaneously combust (with added humor coming from the fact that the part of the item that does so is always made of a material that is non-flammable in real life).

Marissa Benson
Marissa Benson (Mary Scheer) is Freddie's nosy, Soccer Mom mother, seeming to border on psychotic at times. It is said that she wanted a girl, but makes do with Freddie. She always treats Freddie like a baby and won't let him have any freedom; she even had a GPS chip put in his head as a toddler, revealed in iGo to Japan, however Freddie does not know this, though he can hear it when it is activated. Marissa only gives Freddie $8 of allowance a month because she's afraid if she gives him more he'll buy a bus ticket and leave her.
Granddad Shay
Granddad Shay (Greg Mullavy) is the grandfather of Spencer and Carly, first seen in iWanna Stay with Spencer. He lives in Yakima, and after seeing Spencer's irresponsibility as Carly's guardian, he decides to bring Carly to live with him in Yakima, which also could be the end of iCarly. By the end of the episode, he was impressed how Spencer really cared for his little sister, and decided that Carly will remain with him. He also appeared in iWant a World a Record. Granddad is also very athletic and can walk on his hands.
Lewbert
Lewbert (Jeremy Rowley) is the mean, nasty doorman of Carly's apartment building and a secondary antagonist. He is 30 years old and his birthday is on September 13. He has a big, gross wart on his cheek. He is featured on the bit "Messin' with Lewbert" on iCarly, where they pull pranks on him and tell the viewers what a horrible person he is. He had a short romance with Freddie's mom when he got hurt, but didn't last because of his rude and selfish personality. Lewbert is overprotective of his lobby and gained the nickname Captain Wartburger by Jonah (Freddie's friend and Sam's ex-boyfriend). Also, when Sam first met him she thought he was an undercover police officer, saying that the wart was big enough to hold a survelliance camera.
Nevel Papperman
Nevel Papperman (Reed Alexander) is the main antagonist in several episodes. He runs an extremely popular website, Nevelocity.com, from where he reviews other websites. His life-long dream is to run his own haberdashery. Nevel has a crush on Carly and initially offered to interview her in order to get close to her, but she refused his advances and then smashed tapenade in his face; he got revenge by writing a scathing review of iCarly on Nevelocity. His biggest fear is of his mother, as was shown when Carly told his mother that he had written a bad review of her purely out of spite. Nevel later tried to ruin iCarly by hacking the site, but Carly called her father's friend, Colonel Morgan, who foiled the plan, confiscated his equipment and threatened to place him under military arrest. They didn't arrest him, but left him dangling from the ceiling. Nevel would go over extreme measures to ruin iCarly, even if he has to murder Carly herself by duping a MMA fighter into fatally fighting her.

Melanie Puckett
Melanie Puckett (Jennette McCurdy) is Sam's sister, the good twin. Unlike her sister, Melanie cares for people and is very nice. She first appears in iTwins. She and Sam have absolutely nothing in common despite the fact they're identical twins, considering the fact that they dress differently, and that Melanie speaks in a slightly-higher pitch than Sam. Melanie has a crush on Freddie and has dated him. During iTwins, after Freddie was pranked by Sam to come to school dressed as a clown (which was one of the few occasions in which he actually fell for one of Sam's pranks), he became so skeptical that it turned into paranoia, and when Melanie showed up, he accused her of being Sam in disguise, but Melanie didn't seem to be too frustrated by it, hinting that she knows about the way Sam bullies him. Sam doesn't like her sister too much, but Melanie likes her. She is also friends with Carly and Spencer.
Missy Robinson
Missy Robinson (Haley Ramm) is Carly's friend who she met when she was young. Missy attempts to get rid of Sam so she and Carly can be best friends again. In the end of the episode she wins a six month cruise (Actually given to her by Freddie who gave it to her because Sam was upset). However, she becomes seasick, and she won't be seen again for at least the next six months.
Chuck Chambers
Charles "Chuck" Chambers (Ryan Ochoa) is a secondary antagonist in Season 2, especially to Spencer. He first made an appearance in "iHurt Lewbert", playing racketball in the lobby, for which Spencer got him grounded for two days. Since then, Chuck and Spencer have clashed on several more occasions ("iReunite with Missy"; "iTwins").
Earl Chambers
Earl Chambers (Chris Harper) is Chuck's dad. He is a good friend of Spencer and wanted to help his son in math and hired Carly to tutor him and at the end Chuck failed and Mr. Chambers told Chuck he was gonna ground him if he was gonna blame Carly for his failure. Then he sends him to math camp for the summer.
Teachers At Ridgeway Jr. High School
Principal Theodore "Ted" Franklin
Principal Ted Franklin (Tim Russ) is the school principal, who is fond of Carly and Freddie. He is named after the two Roosevelt presidents of the United States, Theodore (Ted) Roosevelt and Franklin Roosevelt. He is used to seeing Sam in his office to give her detention on a regular basis (despite this, the two seem to be on good terms). Ted and his kids are iCarly fans themselves. Like his students, Ted seems to dislike Ms. Briggs and Mr. Howard's rude behavior to his students, and it appears that the feeling is mutual. He understands students like Carly and Freddie, but doesn't really sympathize with Sam, since she always calls him by his first name (e.g. "Mornin' Ted") much to his dismay.
Ms. Francine Briggs
Ms. Briggs (Mindy Sterling) is a mean teacher that Carly and her friends like to make fun of and one of Spencer's former teachers during his years in Ridgeway Middle School. She is from Roselle Park, New Jersey. She is obsessed with Randy Jackson and has a closet dedicated to him, filled with many pictures, a talking cardboard standee, and assorted Randy Jackson-related merchandise like colognes and the cereal Randy-Yos. Ms. Briggs is a Scottish-American, and enjoys playing the bagpipes and Highland dancing, calling it enriching entertainment, much to the dismay of students who consider it torture. She hates both Sam and Spencer with a passion and hates Carly and Freddie as well.
Mr. Howard
Mr. Howard (David St. James) is a math teacher and detention moderator with an extremely unpleasant personality. A vindictive, hateful, perpetually-angry grouch that hates everything–laughter, children (no matter how nice they are), and even his wife. Everyone at Ridgeway, including Carly and her friends as well as Principal Franklin, hate him in return.
Mr. Devlin
Mr. Devlin is a history teacher at Ridgeway Middle School, he is known for being very strict to his students, even in his former position as lunchroom monitor (when he gave Spencer a detention simply for playing with his fruit). Mr. Devlin is also picky about how his reports are presented, having given Carly a B+ on her history paper, simply because it was written on three-holed paper, which he says he hates.

Gibson "Gibby" Cornelius Carlson
Gibby Cornelius Carlson (Noah Munck) is the other stereotypical bullied kid from Middletown, New York (although he does have some friends, who are all similarly classified as "weirdos" by the rest of the students), who is fond of doing things without a shirt on (he takes it off [which is one of the running gags of the show], or is seen without it in almost every episode he is featured in; sometimes he has two shirts on, and takes them both off at the same time).
Wendy
Wendy is Carly, Sam, and Freddie's friend. She usually always knows the newest things in school. She has medium-length, wavy red hair and has starred in as a guest star in many episodes.
Jeremy ("Germy")
Jeremy (Nathan Pearson) is a sickly kid who is also known as "Germy" because he has been constantly sneezing and coughing since first grade. Like Freddie, he is also fascinated with electronics. When Freddie left iCarly during the episode iWill Date Freddie, Jeremy became the new tech producer but continuously sneezed (on the lens) during production. When Jeremy himself left, Freddie resumed his post as the team's permanent tech producer. He has not appeared after "iDon't Want To Fight".
Wesley
Wesley Simpson (Colin Spencer) is one of Freddie's friends. He is very skilled in the art of beatboxing which he frequently does, (to other people's annoyance) shown most notably during the iCarly 50th Webshow Spectacular in the episode iGot Detention where he starts beatboxing on the loudspeaker. When Mr. Howard goes down to investigate, Wesley chucks a water balloon at him.
