The song has a chorus which includes the following lines:
Nothing at the top / but a bucket and a mop / and an illustrated book about birds
Based on the previous three lyrics it appears to be a song centered around antiestablishmentarianism. Further is the possibility of an illustrated book about birds being a metaphor for sex (birds being a slang term for girls), with those at the top wanting to use their power to acquire sex, while at the same time using their resources in order to prevent knowledge of such actions being discovered.
