Equal latitude and longitude

"Orenburg is traversed by the northeasterly line of equal latitude and longitude."

Ziegler Oblast?

In every source I know, Orenburg city itself was called "Chkalov" between the stated yers. And the wole Oblast as "Chakalovskaya Oblast". The only reference ever to an Artur Ziegler and Ziegler Oblast are, indeed, this very article.
