I will remove some less notable or unsourced events from the list and put them here. Feelfree to discuss. I have rough criteria in mind, but typing them would be too long. The years are missing from the copied elements.

Morioka, IwateMorioka – Per WP:PTOPIC. It is likely that most readers would be looking for the city instead of other topics named Morioka. feminist (talk) 12:42, 26 September 2018 (UTC) --Relisting. Dreamy Jazz 🎷 talk to me | my contributions 19:12, 3 October 2018 (UTC)[reply]

  • Support Per WP:PRECISE (already redirects here anyway) the university doesn't look so famous that it would be commonly known as just "Morioka" given that there is only an article here and JAWP, the domain also doesn't appear to often be just "Morioka" and the surname gets 8 views compared to 1554 for the city [[1]]. Crouch, Swale (talk) 18:04, 26 September 2018 (UTC)[reply]
  • Oppose. Sources use "Iwate" prominently for introductory purposes. "City, Region", whether "City, State" or "City, Prefecture" is the COMMONNAME method for naming cities. Absolute consistency is evident at Category:Cities in Iwate Prefecture, this nomination is a disruptive titling border skirmish that should be discussed centrally. --SmokeyJoe (talk) 00:26, 3 October 2018 (UTC)[reply]
I though Japanese cities no longer use the prefecture unless needed, which I don't thinks it is here, see MOS:JPPLACE. Crouch, Swale (talk) 14:41, 3 October 2018 (UTC)[reply]
  • Oppose. Morioka is not a designated city and therefore per MOS:JPPLACE, the form [[{city-name}, {prefecture-name}]] applies. --MChew (talk) 15:08, 5 October 2018 (UTC)[reply]
  • @SmokeyJoe and MChew: MOS:JPPLACE states that the prefecture should be included in the title When disambiguation is required. As the city is the WP:PTOPIC, disambiguation is not required. feminist (talk) 08:07, 6 October 2018 (UTC)[reply]
I am sorry but that is not how MOS:JPPLACE is written: "For cities, use the form [[{city-name}, {prefecture-name}]]; for example, Mishima, Shizuoka. ". The phrase "when disambiguation is required" is with respect to only designated cities. The next sentence in MOS:JPPLACE states: "Exception: For designated cities, use [[{city-name}]] without appending the prefecture unless disambiguation from another city or prefecture is necessary." --MChew (talk) 08:55, 6 October 2018 (UTC)[reply]
OK let's take a look at how JPPLACE is written.
When disambiguation is required:

For prefectures, use the form [[{prefecture-name} Prefecture]] without ken (), fu (), or to (); for example, Tochigi Prefecture. Exception: Use Tokyo and Hokkaido without "Prefecture" as this is common usage.

For cities, use the form [[{city-name}, {prefecture-name}]]; for example, Mishima, Shizuoka. Exception: For designated cities, use [[{city-name}]] without appending the prefecture unless disambiguation from another city or prefecture is necessary.

For districts, use the form [[{district-name} District, {prefecture-name}]]; for example, Aki District, Kōchi.

For towns and villages, use the form [[{town or village-name}, {prefecture-name}]]; for example, Fujikawa, Yamanashi.

For wards in cities, use the form [[{ward-name}-ku, {city-name}]]; for example, Naka-ku, Yokohama.

For the 23 special wards in Tokyo, use the form [[{ward-name}, Tokyo]]; for example, Chūō, Tokyo.

In article titles, however, do not include the ", Japan" part, and even the prefecture can be dropped for world-famous cities familiar to most Westerners: Tokyo, Hiroshima, Kobe. Please help ensure that redirects like Taiki, Mie Prefecture, Taiki, Mie, Japan, and Taiki, Mie Prefecure, Japan all exist, so that various attempts to links to places in the prose do not fail (or cause people to create accidentally duplicate articles).
"When disambiguation is required:" at the top implies that the rules apply to all place names regardless of type of place, but only when disambiguation is necessary. In the current case, disambiguation is not necessary. feminist (talk) 09:09, 6 October 2018 (UTC)[reply]
