In grief that night, a fisherman (likely an Innsmouth fisherman rather than a Deep One, as it had more humanoid features and could speak), arrives and tells him he is "not alone".

Watching the movie as I type this, the "Innsmouth fisherman" is very much a deep one. Deep ones do possess the ability to speak the English language.
