Is the The Penguins' Christmas Caper even the pilot?!

It was not produced by Nickelodeon Studios, like this series was, but by DreamWorks Animations. There is a major leap in quality in the animation compared to the series. At the time, a Nicktoon starring the Penguins wasn't even considered, or was still in pre-development, when this special was produced. Some more information is needed.
